The "Blue Note" was created on May 23, 1996 to demonstrate against the rule Dutch copyright control organization, Buma-Stemra, passed which obliges Dutch website owners to pay Hfl.10 (approximately $6 American) per month for putting short fragments of music on their homepage. Due to this, it's likely that most website owners will WITHDRAW their music from their pages, turning the Internet into a spooky, silent place.
